Instructions to make Spicy Rarebit on Rice:
  1. Bring pot of water to rolling boil. Add rice, cook for 15-20 minutes until rice is soft.
  2. In a small saucepan over medium heat, warm up milk. Add cheese and butter, cover, and stir occassionally. Let cheese melt and ingredients blend.
  3. Add mustard, salt, black pepper, cayenne pepper, worcestershire sauce, hot sauce, basil, and garlic. Blend together.
  4. Add flour to sauce, reduce heat to simmer, cover, and let thicken for 5-7 minutes. Stir often.
  5. When rice is done, remove from heat and drain excess water and plate. Remove sauce from stove top, pour over rice. Garnish with roasted red peppers if desired.
