  11. Prepare 1 tsp red chilli powder
  12. Make ready 2 tbsp fresh grated coconut

  14. Take oil to deep fry

Steps to make Tender Jowar Pakora:
  1. In a bowl, combine all the above mentioned ingredients (except oil).
  2. Add required quantity of water and make a batter of dropping consistency.
  3. Just before frying, add 1-2 tbsp. of the hot oil to the batter and mix well.
